Romania (Connex) SIM Card Instructions

If you experience any technical difficulties with your phone or SIM card and you do not contact Cellular Abroad for technical support by phone or by email during your trip, we cannot offer any refund or compensation.

Dialing information
Your phone needs to be an unlocked dual-band, tri-band or quad-band GSM phone capable of functioning on the 900/1800 MHz GSM band in order to accept the SIM card.

Your Romania Cell to US: 001 – area code – phone number
US to Your Romania Cell: 011 – 40 – 9-digit number (drop the 0 in the 10-digit number)
Your Romania Cell Number to Romania: area code - phone number
Romania to Your Romania Cell Number: area code - phone number

Important: US toll free numbers are not accessible from overseas. Be sure to get valid international numbers prior to your departure.

Please Note: There is no support for service when roaming outside of Romania

Rental Setup

  • Make sure your phone is charged and the menu settings are in English.

For SIM Card Purchases Only
Snap out the SIM chip from the SIM card and insert the chip into your GSM Phone with the metal portion facing down as to make contact with the contact prongs.

  • Make sure your phone is charged and the menu settings are in English.
  • Turn on your phone and-if prompted-enter the 4-digit PIN1 code found in the SIM card packaging.
  • Turn off the PIN-check feature or you will be prompted for a PIN number every time your phone is turned on. Please consult your phone's user guide for how to do this (Look under "security", "PIN", or "SIM" section of your manual's index).

PIN and PUK codes
The PIN (Personal Identification Number) code prevents unauthorized access to the SIM card in your phone. If you enter the PIN code incorrectly 3 times in a row, the SIM card will be blocked. To un-block the SIM card, you will need to enter the PUK (Personal Unlock Key) code. Please consult your manual for how to disable the PIN-check feature.

Activating Your Service

  1. Turn on your phone
  2. Call customer service at *222 to activate international calling. (See international rate options below.)
  3. If desired, you may now change to a calling plan other than the Standard plan.
  4. You may also choose to setup a favorite number to save 50% on calls to that number

Changing the Rate Plan
Go over rates for rate plans (see below) to determine which works best for your calling needs. If you do not change your rate plan, you will by default be on the Standard Plan. To elect a different plan, dial 444. From the Configuration menu, choose the Rate/Tariff plan change option. Choose the desired plan. The first change is free. Subsequent changes are $1. You can also call this number to learn which plan you are on, if unsure.
Setting up a favorite number

  1. Call 455 (free call)
  2. Follow the recorded instructions

Checking your balance

  • Press *123# and press the Send key. Information about your balance will appear on your screen.
  • Alternately, you can dial 444 and choose the Credit option. (This option is only available within Romania.)

Purchasing More Talk Time
Additional call credit can be added by purchasing Connex recharge voucher cards, also known as "value cards". These cards are sold in denominations of $6, $10, $15 and $21. These come with credit validities of 1 month, 3 months, 4 months and 4 months, respectively. They can be purchased at Connex stores, gas stations, and post offices. You can also call Connex customer service for information on other locations or ways to add credit.

Adding Talk Time
Even if you have zero credit - since incoming calls are always free - you will still be able to receive calls. To add credit:

  • Gently scratch off the protective coating on the back of the card to reveal your voucher code
  • Dial *144*[recharge code]# and the <Send> key
  • Alternately, you can dial 444 (free of charge), press 2 for "recharge" and follow the recorded instructions.
  • When recharging from another phone (either land line or other mobile) call 0722 044 444 and follow the recorded instructions. (Although there is no charge to your account, this is not a free call from a non-Connex number.)
  • Upon successful entry of the code, your account will be credited and you'll receive an SMS confirmation of your new available balance.

You can also top up your account through electronic recharging. You can do any value between $4 and $50 and you can also do $100. The 2 most accessible ways for most tourists to do electronic recharging is by going to any Connex Representative, or to any authorized dealers that have on display the "Incarcare Electronica" sign.

Voicemail
To check your voicemail:

  • Dial 333 or 334
  • From a landline, dial +40722033333.
  • To record a welcome message, dial 335 and wait for the prompts.
  • To change the Connex Vox code (for access from a line other than your own), dial 336 and wait for the prompts.

If your mobile handset is off or busy, if you cannot answer in 20 seconds, or you are outside your coverage area, your incoming calls will be automatically forwarded to your voice mailbox.

  • Maximum message length is 2 minutes.
  • Mailbox storage capacity is 20 messsages.
  • New messages are kept in the mailbox for 7 days.

Troubleshooting
If you are unable to make or receive calls switch networks on your phone.  Consult your phone’s manual.  The steps will be like these:

  • Menu > Settings/Setup > Network > Available Network/Change Network > Search
  • Select a different network carrier than the one currently shown.

If you are receiving no reception bars, emergency calls only, SOS, or no service
check your phones band setting:  Consult your phone’s manual. The steps will be like these:

  • Menu > Settings/Setup > Network > Network Setup >Band
  • Make sure you select 900/1800

Customer Service
For network or service issues:

  • Dial *222 at any time from your Romania cellular phone Customer service is available 24 hr/day.
  • For information, dial *100#.
  • From a landline, dial 021 302 2222.
  • Internationally, you can reach customer service at +40 21 302 2222. Make sure to have your cell phone number available when calling from a landline.
  • Alternately, you can SMS customer service at 222. (You will get an answer back within 24 hours.)

Calling Rates
All incoming calls on all rate plans are always FREE when receiving calls in Romania. Rates are based on per-minute charges. Calls are billed in per-second increments after the first minute. (Romania uses the Romanian New Leu (RON) currency, but the Connex service uses US dollars.) Calls to Voice Mail are charged as regular calls within the network. There are 4 rate plans. The Standard rate plan is the default plan on the Connex Card. All rate plans offer the possibility of choosing at least one favorite number from any national network.

International Calls
There are 2 supplemental call options for international callers. Since most of our customers are interested in calling internationally, this information is being provided first. For people calling more than 20 minutes per month to international destinations, there is the International Intensive Option. The monthly subscription is $2 USD. For between 10 and 20 minutes per month, there is the International Minutes Option. Dial *222 to activate international dialing options. Any chosen option must be kept at least 1 month from the activation date. (You can't switch back and forth at will.)

Rates apply to voice, fax and data calls. Rates do not include TVA.

  • Provided you keep your chosen option, the unconsumed minutes of a month can be used during the following month, within the limit of the minutes included in the option.
  • After having consumed the international minutes included in the option, the basic rates will apply: $0.55 to the US, Canada and Israel; $0.65 to Europe.
  • During the same month, you can choose maximum two options with international minutes included, only one for each wanted destination.

Obtaining a Call Listing
You can obtain a listing from your last recharge (no more than 3 months). The cost is $1 RON and will be deducted from your balance. For further details, call *222.

Service Life
Upon activation of your card, you have 4 months to use your initial balance for outgoing calls. Furthermore, you have 10 months with which you can receive free incoming calls. Recharging your card extends your service life by these same amounts and allows you to keep the same account with the same phone number. This can be done indefinitely as long as you don't let the service lapse beyond 10 months of inactivity. You can request the reconnection of your telephone number a maximum of 30 days after it was disconnected and only if the number has not yet been reallocated to another SIM card. The reconnection costs $5 USD and can be requested by dialing *222.

To inquire about the possibility of extending your SIM card’s service life while outside the SIM card’s country of origin, contact the telecom provider's customer service, Cellular Abroad does not provide support for this feature.
